Our Founder
Richard Phelps started Falmouth Institute in 1985 with the sole purpose of helping tribal governments realize the full potential of self-determination. He tirelessly traveled Indian Country, visiting hundreds of tribes, offering training, advice and ideas on how they could grow their economy and expand their services. When he wasn’t traveling he was in the office inspiring us with his ideas and passion – pitching new classes, explaining new regulations that would impact Indian Country, teaching us the intricacies of Federal Indian Law or just encouraging us to do our best work every day. Mostly, Richard conveyed his belief that tribal governments are a vital and thriving part of this nation. Richard passed away in 2019 and will be sorely missed by all of us. Falmouth Institute will continue with his mission of serving Indian Country and advocating for tribal rights and self-determination, just as he would have wanted.Our Mission
